Acceptance Opinion on Completion of Environmental Protection for the Technological Transformation Project of Low Relaxation Steel Strand for Concrete of Tianjin Longheng Prestressed Steel Strand Co., Ltd.


  On May 26, 2018, Tianjin Longheng Prestressed Steel Strand Co., Ltd., in accordance with the "Environmental Impact Report for the Technological Transformation Project of Low-Relaxation Steel Strand for Concrete Use by Tianjin Longheng Prestressed Steel Strand Co., Ltd." and the "Interim Measures for the Acceptance of Environmental Protection upon Completion of Construction Projects," strictly followed relevant national laws, regulations, technical specifications/guidelines for the acceptance of environmental protection upon completion of construction projects, the environmental impact assessment report of this project, and the requirements of the approval decision of the approval department, conducted an acceptance inspection of this project and provided the following opinions:

 

I. Basic Project Construction Information

 

(I) Construction Location, Scale, and Main Construction Status

 

  This project is located east of Dongxing Road in Jinghai International Trade and Logistics Park, Jinghai District, Tianjin, with coordinates (North Latitude N38°57′22.17″, East Longitude E116°56′16.93″). With an investment of 3.6 million yuan, the existing pickling workshop equipment and the gas boiler for heating the pickling workshop were removed. The original workshop was used for technological transformation, adding two acid-free surface treatment integrated production lines in the production workshop 1 and four acid-free surface treatment integrated production lines in the production workshop 2. The production scale before and after the technological transformation remains unchanged, still at an annual output of 150,000 tons of low-relaxation steel strand for concrete use.

 

(II) Construction Process and Environmental Protection Approval Status

 

  In January 2018, the construction unit commissioned Tianjin Oriental Green Technology Development Co., Ltd. to prepare the "Environmental Impact Report for the Technological Transformation Project of Low-Relaxation Steel Strand for Concrete Use by Tianjin Longheng Prestressed Steel Strand Co., Ltd." In March 2018, it obtained the approval from the Jinghai District Administrative Approval Bureau of Tianjin (津静审投[2018]145号).

 

  This project started construction in early March 2018 and was completed and put into trial operation at the end of March 2018.

 

(III) Acceptance Scope

 

  Comprehensive acceptance inspection of the technological transformation project of low-relaxation steel strand for concrete use by Tianjin Longheng Prestressed Steel Strand Co., Ltd.

 

(IV) Environmental Protection Investment Status

 

  The actual total investment of this project is 3.6 million yuan, of which the actual environmental protection investment is 50,000 yuan, accounting for 1.4% of the total investment.

 

II. Project Changes

 

  The construction content of this project is consistent with the environmental impact assessment phase.

 

III. Construction Status of Environmental Protection Facilities

 

(I) Waste Gas

 

  This project removed the original gas boiler and surface treatment equipment in the pickling workshop. After the technological transformation, there is no boiler waste gas or pickling waste gas. The shelling equipment is fully enclosed equipment, and after the technological transformation, there is no process waste gas emission from the entire plant.

 

(II) Wastewater:

 

  This project no longer produces rinsing wastewater and alkaline washing tower wastewater. After the technological transformation, the entire plant does not add any new wastewater discharge, and the discharged wastewater is still domestic sewage.

 

(III) Noise

 

  The noise sources of this project are the shelling machines and fan equipment in the production workshop. In equipment selection, the construction unit prioritizes equipment with lower noise levels.

 

(IV) Solid Waste

 

  The solid waste generated by this project mainly includes iron oxide scale and phosphating slag. The iron oxide scale is regularly recycled and reused by material recycling departments, and the phosphating slag is sent to Tianjin Hejia Veolia Environmental Service Co., Ltd. for centralized disposal, temporarily stored using the existing hazardous waste temporary storage facilities.

 

IV. Debugging Effect of Environmental Protection Facilities

 

(I) Pollutant Emission Status

 

  During the acceptance monitoring period, the daytime and nighttime noise monitoring results at the plant boundary of this project both meet the Class 3 standard limits of the "Emission Standard for Environmental Noise at the Boundaries of Industrial Enterprises" (GB12348-2008).

 

V. Acceptance Conclusion

 

  The acceptance working group, after listening to the introduction of the construction unit's environmental protection work implementation status and the monitoring results report from the acceptance monitoring unit, and based on document review and on-site inspection, formed the following acceptance opinions:

 

  This project has complete environmental protection procedures and has implemented the pollution control facilities proposed in the environmental impact assessment report and approval document. According to the environmental protection acceptance monitoring report, the noise and solid waste of this project meet the relevant emission standards and the requirements of the environmental impact assessment approval. The acceptance working group believes that the completion environmental protection acceptance of this project is qualified and can be officially put into use.

 

VI. Subsequent Requirements

 

  Strengthen environmental management, maintain the operation and maintenance of major pollution control equipment, ensure that all types of pollutants in the entire plant are stably discharged within the standard limits, and properly handle and dispose of solid waste. Complete the review and filing of the environmental emergency plan as soon as possible.
